The Province of Saskatchewan offers the PST exemption for qualifying ENERGY STAR residential furnaces, boilers and ENERGY STAR heat pumps that was scheduled to conclude on March 31, 2007, has been extended indefinitely. For the period beginning November 8, 2005, qualifying energy-efficient furnaces and boilers are exempt from PST if purchased or leased for a continuous period of one year or more. For the period beginning July 1, 2006, qualifying ground and air source heat pumps, are exempt from PST if purchased or leased for a continuous period of one year or more. Saskatchewan EnerGuide for Houses (SEGH)

Before starting any renovations, book an appointment with a SEGH service organization to have a pre-retrofit evaluation (D audit) completed. The provincial government subsidizes half of the cost of the evaluation.  The evaluation will tell you how certain renovations or equipment will reduce energy usage – helping you save energy and money over the long term. The energy advisor will also review your grant eligibility for each recommended improvement. You have a maximum of 18 months from your pre-retrofit evaluation to complete all your retrofits and the post-retrofit evaluation. (E audit) Once you have completed all of your retrofits, book an appointment for your post-retrofit evaluation with the same SEGH service organization that completed your initial evaluation. The provincial government is subsidizing half of the cost of the evaluation. Based on the retrofits you complete, you will receive two cheques – one from SaskEnergy, who is administering the program on behalf of the Government of Saskatchewan, and one from Natural Resources Canada on behalf of the Government of Canada. The maximum retrofit grant you can receive is $10,000 – that’s $5,000 from the Government of Saskatchewan and $5,000 from the Government of Canada.

The Saskatchewan EnerGuide for Houses Program has a list of eligible improvements which includes heating and ventilation system upgrades, insulation, air sealing, draft proofing, upgrading air conditioning, water heating systems, such as tankless (instantaneous) water heaters, condensing water heaters, solar hot water systems, and drain water heat recovery (DWHR) systems; as well as water conservation recommendations such as low flow or dual flush toilets.

Energy Efficient Rebate for New Homes

SaskEnergy, on behalf of the Ministry of Environment, is offering an Energy Efficient Rebate for New Homes. The program provides incentives to Saskatchewan residents who purchase or build a newly constructed energy efficient home after April 1, 2007 that is either ENERGY STAR qualified, R-2000 certified or has an EnerGuide for New Homes rating of 80 or above.  The rebate program will help offset the cost premium that is often associated with purchasing an energy efficient home.  Rebates include:

·          $1,000 for the purchase of a home that is ENERGY STAR qualified, R-2000 certified or has an EnerGuide for New Homes rating of 80 or above, plus

·          $1,000 for the installation of a solar domestic hot water heating system,

·          $3,500 for the installation of a CAN/CSA-C448 compliant Geothermal System.Note#2

·          $150 for the installation of a drain water heat recovery system, and/or

·          $100 for the installation of one qualifying natural gas appliance or $250 for two qualifying natural gas appliances. Qualifying natural gas appliances include clothes dryers, barbecues, cooktops, and ranges.

Saskatchewan Home Energy Improvement Program (SHEIP) for Low and Moderate Income Households:

This program provides financial assistance to low and moderate homeowners to help with the cost of making energy efficient improvements to their homes. Contact the Saskatchewan Housing Corporation at 1-866-388-8433 to see if you qualify.

Heritage Research Grant Program

Provides financial assistance for conducting heritage inventories, research, studies, field investigations in the areas of archaeology, architecture, palaeontology, history and natural history.

Heritage Conservation Grant Program

Heritage resources, from small objects and paper documents to archaeological sites and buildings, require specialized treatment to ensure their long-term conservation.  Financial assistance is provided for preserving, conserving or restoring many kinds of heritage resources, including artifacts, documents, photographs, film, buildings, structures and heritage districts.

Heritage Promotion and Education Grant Program

Financial assistance is available for undertaking studies to promote heritage resources in a community or region, or to develop educational heritage programs.  Projects in this category may also include the production of posters, brochures, walking / driving tour guides, audio / visual presentations, and conferences, seminars and workshops relating to Saskatchewan's history and prehistory.

Heritage Publications Grant Program

This program assists individuals and organizations in publishing new, well-documented material on the history, pre-history and heritage resources of Saskatchewan.  The grant assists with printing costs.  Applicants must provide a printed copy of a draft manuscript.  This must be a final, edited version of the manuscript, from which all factual and typographical errors have been eliminated.

Heritage Special Projects Grant Program

To develop innovative ways of addressing key issues in heritage conservation in Saskatchewan, the Heritage Foundation is interested in supporting and working in partnership with projects that develop or experiment with new approaches, ideas or techniques.  This program will enable the Foundation, in concert with other government agencies, non-profit organizations and individuals to adopt a proactive position on important issues relating to both the cultural and natural heritage of the province.

Provides one-time capital funding to help non-profit corporations, co-operative groups, municipalities, First Nations and the private sector to develop affordable rental units for low-to-moderate income people.

Northern Rental Option

Helps meet the need for adequate rental housing in the North by bringing together developers, municipalities and non-profit groups to build and operate rental units.

Increases the supply of affordable housing for low to moderate-income households by providing financial assistance to property owners to encourage the development of secondary suites.

Remote Housing Program

The Remote Housing Program provides grants to assist low-to-moderate income families in the North to build their own homes. All communities in northern Saskatchewan are eligible, with the exception of those with a housing market (La Ronge, Air Ronge, Creighton and Denare Beach).

Shelter Enhancement Program (New and Renovation)

Provides financial assistance to non-profit corporations or Indian Band councils to increase the number of emergency shelters or second stage housing units for women, men, youth and children who are victims of family violence.

SaskPower New Connects Financing Program for New Customers

SaskPower will offer a financing program to assist new residential customers whose electricity connection costs exceed $1,000 and commercial customers where connection costs exceed $5,000.  The SaskPower New Connects financing program includes a minimum 25 per cent down payment, and loans will not exceed $2 million dollars per customer. Providing these financing options will provide convenience and affordability to new customers – in most cases, billing and payments will be included on a customer’s electricity bill, or a monthly payment plan will be established. SaskPower Geothermal and Self-Generated Renewable Power Loan Program

In support of the province's Go Green Plan, SaskPower Eneraction has developed a loan program for residential and farm customers who choose to install a Canadian Geoexchange Coalition (CGC) certified geothermal heating and/or a renewable electricity system. This program is applicable to residents who install a system in a new home, or choose to retrofit an existing home to accommodate a geothermal and/or renewable system.  Eligible customers can receive a loan for up to $25,000 to install a geothermal system, and/or a loan of up to $25,000 to install a renewable electricity generation system. The minimum loan is $5,000 and the total of the loan(s) cannot exceed $50,000. The interest rate for this loan program is 2% lower than SaskPower’s standard lending rates, which will vary depending on the term of the loan(s).
